2 Samuel 21:1 Now there was a famine in the days of David for three years, year after year; and David inquired of the Lord. And the Lord answered, "it is because of Saul and his bloodthirsty house, because he killed the Gibeonites."
David had a problem, a famine for three years, and when he called on the Lord he answered and told David why they had the famine. So David asked the Gibeonites what shall I do for you and they answered in verse 6 Let seven men of his descendants be delivered to us, and we will hang them before the Lord in Gibeah of Saul, whom the Lord chose. And David said I will give them.
I'm sure it wasn't easy for David to give seven men of the descendants of Saul, David had nothing to do with Saul's sin but he is now the one who has to get his hands dirty to fix it. So David kept his promise and allowed these seven men to be hung and in verse 14 God heeded the prayer for the land.
